The Pacific Plate is being moved north west due to sea floor spreading from the East Pacific Rise (divergent margin) in the Gulf of California. The North American Plate is being pushed west and north west due to sea floor spreading from the Mid Atlantic Ridge (divergent margin).
I can only say this: I have my own personal indicator of ocean levels. When I visited La Gomera in 1978 there was one small rock in front of our hotel that was just covered by water so its highest part would still be in the air at high tide. In 2012 when I visited last it was the same - so maybe the level rose a very few cm in those 45 years but not more.
